Doug Whaley, SVP, Player Personnel
Doug Whaley is the Senior Vice President of Player Personnel of the XFL, overseeing player scouting, recruiting, compensation, growth and career development. Doug works closely with the executive leadership team to help develop the XFL’s strategic football philiosophy, and focuses on player procurement.
Whaley first joined the XFL in 2018 as Senior Vice President of Football Operations. His responsibilities included working with all team coaching and football operation staffs, managing football facilities in local team markets as well as the training camp in Houston, the development and enforcement of league policies and playing rules, the creation of player contracts and overseeing all football technology, player performance and player health and safety initiatives.
Prior to the XFL, Doug served as the Director of College Scouting for the NFLPA, managing the staff and sourcing the roster for the NFLPA Collegiate Bowl.
Whaley worked at the Buffalo Bills for seven years, most recently serving as General Manager from 2013 to 2017. He was hired in 2010 as Assistant General Manager and Pro Personnel Director before being promoted to Assistant General Manager and Director of Player Personnel in 2011.
Whaley began his career in professional football in 1995 as an assistant with his hometown Pittsburgh Steelers’ personnel department. He then went to work at the Seattle Seahawks as East Coast Area Scout for three years before returning to the Pittsburgh Steelers in 1999 as Pro Scouting Coordinator for 11 years.
Whaley graduated with a degree in finance from the University of Pittsburgh, where he also played with the Panthers as a defensive back. After graduation, Doug worked on Wall Street as a retail stock broker before starting his career in the NFL.
